May 1, 2000 A site of Moscow economical-legal college of MESI with the address http://www.college.mesi.ru was opened.

An interview with Academician, Doctor of Sciences, rector of MESI Tikhomirov V.P. "Education Must Be Open" was published in the journal "Elitnoye obrazovaniye" N 6(13) of May, 2000. In the interview it goes about possibilities of teaching through the Internet and about the prospects of the higher school development.

April 8, 2000 Minister of Education of the RF Filippov V.M. visited our University. He got acquainted with the condition of work being carried on in MESI for creation of the system of open education and the possibility of the use of accumulated experience in the framework of the Federal target program "Working out of the system of open education".

February 3, 2000 A meeting of the Rector of MESI Tikhomirov V.P., First Vice-Rector Khoroshilov A.V., Vice-Rector Soldatkin V.I. with the President of the non-commercial organization "Fund of the Assistance of the Development of the Global Computer Net Internet" (Fund the "Internet" Vishnevsky V.A. took place in MESI. During the visit of MESI the guests visited Scientific Research Institute "Computer technologies" headed by the Corresponding Member of the Russian Academy of Sciences Babayan B.A.; they got acquainted with the work of the System of Distance Education of MESI, the Centre of Training Firms and Technologies and with the Centre of Telecommunications.

V.I.Matveyenko among the participants of the meeting		January 14-15, 2000 An All-Russian meeting of educational workers took place in the State Kremlin Palace in Moscow. The acting President, Chairman of the Government of the RF V.V. Putin, Vice-Prime-Minister V.I. Matviyenko, Minister of Education of the RF V.M. Filippov and other participants spoke at the meeting an exhibition was organized where there was an exposition of MESI wich rouse great interest in the participants of the meeting.

		November 18-19, 1999 An exhibition "Informational Technologies in Education" took place in the State Duma of RF. MESI has presented its exposition showing the achievements in the information technologies development in the University. Within framework of this exhibition the seminar of education problems was held. The representatives of the University actively participated there. Rector of MESI, Doctor of Sciences, academician V.P. Tikhomirov made a large report of the importance of using informational technologies in the development of education system.

October 28, 1999 The final meeting of scientific-practical workshop "The Potential of the Moscow higher schools and its use in the city interests" was held in Moscow.
Rector of MESI V.P. Tikhomirov has actively participated there and has offered some proposals in the framework of the workshop. A number of them have resulted appeared in the final resolution:

Creation of the system "On-line West", the consortium of educational institutions of Western Administrative District of Moscow. The aim of this system is to introduce modern education technologies and increase the quality of training of the graduates of higher schools.
Complex educational and consulting system creation of human resources development for solving the personnel potential problem of the enterprises, organizations and institutions of Moscow.
Estimation and analysis of the Moscow potential and efficiency of its using (labor, social-economic, technical-material, finance, educational spheres of life).

The exhibition took place in the framework of the workshop. Representatives of the leading higher schools of Moscow have participated there, including the representatives of MESI. The stand with the exposition of MESI was visited by the vice-mayor of Moscow V.P. Shanzev, Chairman of the Council of Rectors of Moscow and Moscow Region I.B. Fedorov and a number of other ranking employees of Moscow Government.

October 15, 1999 The presentation of the Yakutiya International University in Moscow (YIUM) was held. The founders of the YIUM are:

In the framework of presentation greetings to the employees and students of the YIUM with the President of the Republic of Saha (Yakutiya) Nikolaev M.E., Rector of MESI, academician, Doctor of Sciences Tikhomirov V.P. and the Chairman of Directors Board of the Investment Company "KRIK" - Borisov. D.A have appealed.
At the end of the presentation there were a concert organized by the students of the Republic of Saha trainers in Moscow.

July 13, 1999 MESI was visited by the Deputy Minister of Education - Vinogradov B.A.
He has got acquainted with the leading education technologies, widely introduced in the education process, the system of distance education, operation "Training Firms", organization of collaborating work of MESI branches, in particular with Yaroslavl and Tver branches. Besides that Vinogradov B.A. has visited the Scientific-Research Institute "Electronic Computing Technologies" which belongs to MESI. In the end of the meeting there was important (detailed) discussion about the ways of higher schools development on the basis of the modern computers technologies, the creation of virtual universities and main directions of their activity.


	June 2, 1999 The meeting of the Dean of training foreign students Blogodatskijh V.A. with the adviser of Science-technological center of the higher education development in Pekin professor Li Hoontszyunem and professor of the Pekin Technological University Lo Synetszyun was held in MESI. At the end of the meeting they have come to the conclusion of preparing and signing the agreement about cooperation between Science Technic Centre of the higher education development in Pekin and the Moscow State University of Economics, Statistics and Informatics. The Councillor of the Embassy of Chinese Republic in education Chen Hooashen has participated in the negotiations.


			May 20, 1999 The negotiations between Rector of MESI, academician V.P. Tikhomirov and Vice-President (in the range of minister) of the State Committee of Chinese Republic in planning the development of Chinese Republic (analogue of "GOSPLAN") Mrs Hao Tszyansyu were held. She has headed the delegation of the State Committee of China during her visit to Moscow. The visit to MESI has been on the program of staying the delegation in Moscow as well as the visit to the Ministry of general and professional education of RF and the Moscow State University by M.Yu. Lomonosov. During the negotiations both sides have shown the mutual interest in the further cooperation between Chinese State Organizations and MESI. Vice-Rector of MESI V.I. Soldatkin has acquainted with the training base of the University, has answered numerous questions of solving scientific and education activities problems and also has gone into details about financing university in new economic conditions.


			May 18, 1999 The handing of the Diploma "The Honorary Doctor of MESI" to Ivan Stanchev, the Director of the Master Program of Education Sciences and Technologies Faculty of the Twente University (the Netherlands) was held at the meeting of the Scientific Board of MESI. Ivan Stanchev is the chief coordinator of large of international projects and programs in the sphere of economics, computer sciences, new education technologies, development of human resources. He was the Director of the Research Centre of Education Computer Sciences in UNESCO. He is the author of a number of fundemental works about using informational and communicational technologies in education and scientific researches, constant participant of the largest scientific workshops. He has made a considerable contribution to the development of the international academic and scientific exchanges, the initiator of a number of the international projects and programs with MESI, including Russian-Dutch Master Program in the sphere of human resources - the first such program in Europe. He renders the huge practical help in solving problems of integrating MESI to the European education system, in increasing MESI prestige in the world. He is the scientific leader of students and post-graduate students of MESI, who are now training at the Twente University.


			May 13, 1999 First Vice-Rector of MESI Khoroshilov A.V. has the recieved the Councillor of the Embassy of Chinese National Republic in RF of education Chen Hooashen. During the meeting both sides have expressed their satisfaction with collaboration work between MESI and education organizations of China, have confirmed mutual interest in its further development and have traced a course of the cooperation extension. In the discussion have participated employees of the education department of the Embassy of Chinese National Republic in RF and Centre of International Cooperation of MESI.

May 12, 1999 First Vice-Rector of MESI Khoroshilov A.V. has the meeting with Deputy Director of the Trainee Personnel Department of Chinese National Oil-Gas Corporation Lu Tsimenom.

Lu Tsimen (former Vice-Rector of Pekin Oil Institute) has expressed gratitude to the leadership and tutors of MESI for high quality of students training in MESI under contract with Corporation. He has noted their achievements in the learning of the Russian language, has wished further successful learning on the speciality of "Accounting" and has expressed intention for increasing cooperation with MESI. He has made the proposal of starting cooperation between MESI and Pekin Oil Institute (subordinated by the Corporation).
In the discussion have participated ranking employees of Chinese National Oil-Gas Corporation and Centre of International Cooperation.

    Program "Human Resources Development" (Sopport and personnel potential development) starts at the Moscow State University of Economics, Statistics and Informatics. It is the first such kind of programs in Russia.
    The Program is oriented at training masters with the assignment of a Master of Science in Human Resources Development Degree (diploma of the Twente University, the Netherlands) and qualification of the Personnel Manager (diploma of MESI). It is dedicated to graduates of the Russian higher schools with the bachelor and specialist diplomas, knowing English.
    The Program is developed by collaboration work between MESI and Dutch specialists of the Twente University (the Netherlands).
    The period of education (studying) varies from 9 months to 2 years. It includes: introductory course, 6 modules of basic disciplines, speciality disciplines, creation and protection of the final (diploma) work.
    The Program stipulates 3 specializations: "Organization and management of the personnel potential development system support", "Creation (development) of the education curricular, programs and teaching materials", "Personnel potential development technologies and resources".
    The program is realized in 4 alternatives:

Day-time form of training in English. The diploma of the Russian state sample and the Master diploma of the Twente University is given after graduating it. The teaching of the specialists is conducted by the certified Russian tutors who have had training (practice) at the Twente University and by the Dutch tutors;
Day-time and day-correspondence form of training in Russian language with obtaining Russian diploma and the Twente University certificate;
Short-term seminars in day-time and day-correspondence forms on the separate blocks (disciplines) of programs with obraining certificates;
Distance education form.

    The additional lessons of English can be provided if it is necessary.
    There is an opportunity of 3 weeks training in the Netherlands for the best students.
    The graduates of the Program can work as managers, coordinators, advisers in the field of education support and personnel potential development, as well as in the field of creating corporative education and training systems, programs and technologies.
    Basic cost of education - $3000 - $5000.

A new International Association of Distance Education (IADE) found in USA. IADE has held its first assembly in Washington. Rector of MESI Vladimir Pavlovich Tikhomirov was elected as the Vice-President of Eurasia District.
The new Association was established on the basis of the American Distance Education Association and 9 regional, national programs, including Russian, Indian and Chinese. The Chairman of the Directors Board became the leader of one of the Indian research centers, Rashmi Mayur. The President and the Executive Director are elected Americans: John Florese and Pathrick Portuaj, the main initiators of this project.
IADE is non-commercial association. The aim of its work is to render assistance to the distance education development on the basis of modern communication facilities. In due course some of its programs, particular in the field of higher special education can become chargeable, but now it is mostly financed by the instalments of the corporative members. Among them there are big telecommunication corporations "Sprint" and "MCI" as well as the leader of USA computing industry - IBM.
